Energy Poverty and Energy Communities' status

Bulgaria faces the most significant challenges within the EU-28 on energy poverty, with 47% of the total population being unable to maintain adequate thermal comfort in their households. The national policy instruments for combating energy poverty are implemented at local level by municipalities and mainly focused on financial measures related to the use of social tariff for electricity. Energy Cooperatives are practically non-existent in Bulgaria.
